| 摘 要： | 在清朝前期的对外贸易中,行商发生商欠的案例层出不穷,行商因商欠而破产的事件也屡见不鲜.清政府虽然采取了一系列政策措施来防止商欠案发生,但总由于未触及行商制度之根本而不见成效.清政府对破产行商进行严厉制裁,对行商欠外商债务积极予以偿还,但却对外商欠行商债务不闻不问,充分说明清朝政府对本国商民和外国商民政策的不平等.
