北宋与辽的边疆经略，主要面向它们辖区的外围地带。北宋长期致力于西北、西部至西南地区的军政管辖，针对这一地区各族治乱、向背问题采取了相应的军政对策和措施。辽朝对东北、北部至西北各族的治乱、向背问题所采取的相应对策和措施，历经一、二百年的艰苦经营，付出了巨大的代价。至于历来为世人瞩目的宋、辽围绕燕云地区展开争战一节，实际上属于两朝的关系领域，故不以一般边事论之。本文通过北宋与辽的边疆经略，揭示其边功业绩同我国统一多民族国家向前发展相关的一些问题。

The administrative borderland strategy of the Northern Song and Liao Dynasties aimed largely at the peripheries of their administrative regions. The Northern Song Dynasty has long devoted itself to the political and military administration of the northwestern - west-ern- southwestern regions. It adopted relevant policies and measures with regard to such problems as pacification of ethnic groups and their attitudes toward the central government.The Liao Dynasty has spent one or two hundred years to chelop relevant policies and measures with regard to such problems as pacification of northeastern - north - northwestern ethnic groups and their attitudes toward the central government, at a great cost. As to the section covering the wars between the Northern Song and Liao Dynasties over the Yan - Yun areas, which has been always raising people's attention, the matter is actually has much to do with the relationship between the two states and should not therefore be regarded as common affairs. The author, by looking at the borderland administrative strategy of the Northern Song and Liao Dynasties, tells about their contributions toward borderland issues and some relevant problems to the development of our multi - ethnic state.
