自然保护区的社区参与管理模式探索 --以九寨沟自然保护区为例

九寨沟自然保护区在实践中摸索了一套社区参与景区管理的办法：设立专门机构和利用社区组织对居民进行管理;建立多渠道社区居民就业和参与管理方式;组建股份制旅游经营公司;建立公平的利益分配机制等,这些经验具有实践上的创新和理论上的突破,具有典型性。进一步完善社区管理,需要进一步解决“公平”问题、加强社区居民“实质性”参与、重视区域的协调发展、建立就业培训机制。

A Probe into Community Participation Managerial Mode of Natural Protection Zones: A Case Study of Jiuzhaigou Natural Reserve Zone

Jiuzhaigou Natural Reserve Zone has successfully experienced a set of community participation managerial strategies in its practice. These include managing residents through establishing special institutions and utilizing community organizations, creating Multi-channels of residents employments and resident participation management, building shareholding tourism companies and setting up fair profit distribution mechanism, etc. The experiences of Jiuzhaigou Natural Reserve Zone are typical for its theoretical innovation and practical breakthrough nature. The author believes that the improvement of community participation management strategy depends on solving"fair"problems, reinforcing "practical " participation of community residents, enhancing regional development and setting up employment training mechanism, etc.
