晚清无业游民与政府救助行为

晚清时期无业游民成为一个严重的社会问题。清政府改变了传统制度下单纯的、临时性的救济政策，采取了复合型的、长远性的教养兼施的救助行为，解决了一部分无业游民的再就业问题，并产生了一些积极效应，培养了一批手工艺人才，推动了城乡手工业经济的发展，促进了传统手工艺技术的保存和传播。

The Tramps and Government's Relief Policy in Later Qing Times

Tramps became a serious social problem in later Qing times. To solve this problem, Qing Government gave up the traditionally simple and temporary relief policy and adopt comprehensive and enduring policies of both teaching and raising. In so doing, groups of tramps again found work, many of them were trainned and became craftmen, hence propelled the development of town and rural hand manufacture, promoted the maitenance and diffusion of traditional craftship.
