区域知识管理的目标、原则与方式研究

为了能动响应信息化、全球化带来的机遇与挑战,在动态市场中持续发展,以及解决区域内部知识生产、知识交换和知识分配等方面的问题,区域必须进行有效的知识管理。作为知识系统,区域知识管理目标应该是如何设计出一个适应系统,强化私人主体和公共机构的知识生产能力和知识价值实现能力,管理的核心在于激励私人创造知识的积极性和公共管理的核心在于激励私人的创造知识的积极性和公共知识流通与分配方面。区域知识管理必须遵循人本主义原则、遵循市场规律原则、区域性原则和制度学习原则,并相应采用多级管理模式。

RESEARCH ON THE AIMS AND PRINCIPLES AND APPROACHES OF REGIONAL KNOWLEDGE MANAGEMENT (RKM)

Compared with the prosperous research of firm knowledge management,the research of regional knowledge management(RKM) is relatively scarce,and in the context of information age,region is confronted not only global and technological pressure,but also the market failure from the knowledge production,knowledge circulation,and knowledge distribution in the region.In order to reflect the changing market and to solve the market failure,it is imperative for region to manage knowledge effectively. In the context of knowledge economy,learning region appears in which the regional development is decided by the knowledge production and its valuation,interaction learning through regional knowledge network,the regional actor reflecting actively to the changing world,and the region is supported by the information technology. The aim of RKM is to design an adaptive system to strengthen the capacity of and knowledge valuation of private and public organization,and the core of RKM is to enhance the personal incentive to knowledge production and to promote the public efficiency of knowledge exchange and distribution. The scale of RKM is divided into three by the author.1) On the strategic scale,the regional blueprint and regional planning are the vital tools for government to manage direction of the regional knowledge production and to promote the effective knowledge demand;2) On the tactics scale,the institution and practice are the important tools to standard the market relationship between the regional actors and guarantee the actor's power to learn and the actors' fluidity.3) On the operational scale,the regional government should intervene in the domains,namely the uncompetitive domains,the most advanced technological domains,and the poverty areas.RKM should rest on the principles,namely people-centric,conformation to market rule,consideration to specific region and institutional learning.
