当代西方政府管理改革价值选择的学术思潮探析

20世纪六七十年代，西方发达工业国家陷入了一系列的社会、经济与政治危机，要求政府改革的呼声日益高涨。西方学术界对此做出了积极而有力的回应，在对传统的公共行政模式展开尖锐批判和进一步思考的同时，新公共行政学和新公共管理学派应运而生。这对当代西方政府管理改革的价值取向起着至关重要的作用。本文就学术界的主流观点对这三个阶段政府管理的价值取向作简要的梳理和述评。

Analysis on academically ideological trend of the value option of governmental management reform in the West

During six and seven decades of the 20 century, western developed industrial countries plunge into a series of social ,economic and political crisis , and the voice of requesting the governments to reform daily rose up . Academically made active and forceful response on it , and while acutely criticizing and further considering on the traditional public administration mode , the new public administration science and new public management science have engendered . This brought momentous functions on the value tendency of the western governmental management and reform . This paper will concisely commentate and tidy about the value trend of the academically mainstream concepts on governmental managements in this three stages.
