治理理论与日本国立大学法人化

治理理论的核心，是改变传统管理方式下唯一权威中心的观念及行政调节的强制性手段，通过一些正式或非正式的制度安排，使不同的利益相关主体联合行动共同推进事物的发展。日本在本世纪初开始实施的国立大学法人化改革中，形成了政府适当放权、大学法人适当集权、社会力量适当参与的格局，法人化改革也是一次治理结构改革。日本国立大学治理结构改革的一些举措，对我国的公立大学具有一定的启示意义。

Government Theory and Legal Personalization of Japanese National University

The core of government theory is to reform the unique authority concept and mandatory administrative means under tradition supervisor mode, absorbing different benefit groups to take part in the management affairs through certain formal or informal system arrangement. The legal personalization reform of Japanese national university at the beginning of this century was also a kind of governance structure reform. In the new system of Japanese national universities, the government delegates more decision- powers to lower levels properly, universities centralize the management power suitably, society powers participates in the management in a right way. The measures Japan adopted have certain enlightenment significance to our university reform.
