Environment/Equity: Tensions in North American Politics

Institution:Robert Paehlke teaches at Trent University, Peterborough, Ontario. He has published on environmental policy and politics in Sociefy, Environment, Ethics, Administration and Society, Canadian Public Policy, and Canadian Public Admin-istration. He is the author of Environmentalism and the Future of Progressive Politics (Yale University Press) and editor (with Douglas Torgerson) of Managing Leviathan: Environ-mental Politics and the Administrative State (Broadview Press).;Dr. Pauline Vaillancourt Rosenau is associate professor at the School of Public Health, the University of Texas at Houston-Health Science Center. Her most recent books include Post-Modernism in the Social Sciences (Princeton) and When Marxists Do Research (Greenwood). She edited the July 1993 issue of the American BehavioralScienfist's "Health Care Reform in the United States." Her articles have appeared in thelnternational Political Science Review, Millennium, Comparalive Politicalstudies, Current Perspectives in Social Theory, Paradigms, Social Research, Policy Currents, and Review (Braudel Center). She recently completed a post-doctoral masters degree in public health. Her currentresearch focus includes biomedical ethics, the new gene technology, United States and Canadian health systems, and pharmaceutical policy.
Abstract:Throughout the past 30 years there has been a perception of tension between social equity objectives and the agenda of environmental politics. This tension has arisen in many forms and arenas: on a social class basis, on a gender basis, and on a racial basis; regarding jobs, regarding health, and regarding competition for governmental funding. At the base, however, many of the tensions are as much perceived as real. There is more basis far common purpose between these several social movements and objectives than is ordinarily perceived.
