| 摘 要： | 最低生活保障制度以其无可替代的重要性和科学性以及广泛的适用性,早已成为各种社会保障制度中一道别样的“防线”。本文从社会和谐发展的角度出发,以关注弱势群体为基点,对最低生活保障制度实施中所存在的问题进行了分析,试图为这一制度的法制化进程提供理论和实践参考。

| Abstract: | The lowest livelihood guarantee system has already become a particular "line of defense" in the various social guarantee systems with its irreplaceable significance and scientific nature,and extensive applicability.This paper gets started from the angle of social harmonious development,and takes caring the weak group as starting point,analyzes on the issues in its fulfillment,the intention is to provide with theoretic and practical references for legalization course of it. |
