美国的州政府行政体制改革兴起于20世纪初。在随后近百年的时间中,各州的改革陆续进行。各州改革的内容基本相同,只是在改革的时间和力度上略有差异。这些改革可归纳为两点:一是整合部门与职能,二是提高州长的影响力。虽然改革者们最初的目标始终没有完全达到,但改革后的州政府还是比以前更有效率,能承担起更多的责任,美国各州也因此得以重塑自己在联邦体制中的地位。
