| 摘 要： | 1930年代,新桂系在广西大力加强乡村基层建设,推行地方自治,在村街设立了村街民大会。虽然新桂系一再努力,制定了各种规则,但村街民大会的实际效果并不理想,也无法真正成为一个民意机构。不过,通过村街民大会,新桂系政权得以进一步向乡村基层社会扩张,巩固了其统治基础。
