Institution:Governor Richard F. Celeste;served as two-term Governor of Ohio, from 1983 to 1991. Currently, he serves as chair of the National Health Care Campaign for President Clinton. He was the first elected official to be invited to sit on the prestigious Government-University-Industry Research Roundtable of the National Academy of Sciences, and presently serves as its Chairman. Celeste directed the United States Peace Corps, with programs in fifty-three countries, from 1979 to 1981. He graduated magna cum laude from Yale University (1959). He was selected as a Rhodes Scholar and studied at Oxford University from 1960 to 1962. Pamela S. Hyde, J.D.;, is President of ComCare, in Phoenix, Arizona. Until recently she was Director of Housing and Human Services for the City of Seattle, Washington. She served as Director of the Ohio Department of Mental Health from 1983–1990.
Abstract:Policy development is of little moment if those policies are never implemented. In this article a governor who had considerable success in implementing major changes in the mental health delivery system of his state suggests seven principles of successful policy implementation. The relevance, general utility, and applicability of these principles should be of interest to those political scientists who study issues related to policy implementation.
