第二轮县志国内贸易编的结构与内容——以《萧山市志·国内贸易》编的构思为例

首轮修志是在部门行政管理体制下进行，饮食业、旅馆业、服务业等归属商业，当时县志所记出口商品是以收购为主，故将对外贸易归属商业设立《商业》编。第二轮修志，商业已分拆国内贸易和对外贸易，各地志书国内贸易门类标题多样，有《商业·饮食业·服务业》《贸易业·餐饮业·服务业》《商业·服务业》《商贸服务业》，还有并列《国内贸易业》、《社会服务业》两编。中篇体的《萧山市志》根据国内贸易部《城市商业网点建设管理规定》精神，参照各地第二轮县志和篇目，设置《国内贸易》和《对外和港澳台经济贸易》两编。《国内贸易》编包含商业、住宿业、餐饮业、居民服务和其他服务业。居民服务和其他服务业包括居民服务业、市场交易中介服务业和其他服务业。按照“事以类从，类为一志”的分类原则，依次设置《商业经济体制改革》《商业网点》《商品市场》《经济类型》《商品经营》《粮油经营》《住宿业、餐饮业》和《居民服务和其他服务业》8章，谋篇体现了时代特征。
