本多利明的北方开发论

Toshiakira Honda'S Proposition on the Exploitation of Northern Japan

How to face the external pressure from Russia was the most challenging problem in the relationships between Japan and Russia in the late 18th century. Hence, the thinker, Toshiakira Honda, raised the proposition that Japan should exploit the islands in the north and enhance the national strength. His proposition was called "exploitation of northern Japan." The paper perceives the reasonable part of his proposition in terms of settling the domestic economic problems and taking precautions against Russia. However, the aggressive and expansive intentions contained in it shouldn't be neglected.
