LENINGRAD'S PROTECTIVE BARRIER AGAINST FLOODING PROJECT

This article describes the three principal projects of the immense and immensely costly program of construction currently under way in Leningrad: a preventive barrier against high waters and flooding, a great and rapid expansion in the facilities for treatment of municipal and industrial wastes, and a ring highway around the city. Reasons for the projects and some of the major benefits are discussed, as well as some of the important environmental implications.
