A Mathematical Method for Partitioning a Territory

Two regional characteristics—contiguity (connectivity) and compactness—are described mathematically. An integer programming model is constructed to allocate a system of points optimally (in terms of the compactness criterion) to subgroups whose number is not given beforehand. The conditions that each element of the regional breakdown must satisfy are given in the form of linear constraints of the regional population structure.
