方志文化部类编写的目的与意义

方志是一方之全史，记载地方文化的发展及其成果，当是其应有之义。现代方志中的文化部类仅是文化的一个部分，即文学艺术与学术思想。传统方志对这部分内容的记载，主要是辑录地方文献和编辑地方文献目录。当然，也有通部志书靠纂辑文献资料成书者。地方文献是反映地方文化不可或缺的部分，有必要参照章学诚“三书体”的做法，科学地辑录地方文献。但是，新方志更重要的是按照现代学术方法对地方文化发展进行系统记述和总结，反映地方文化及思想与学术的发展规律，建立新的文化发展观和价值观。
