小议志书记述社会人文内容要以人为本

第二轮修志要贯彻落实科学发展观，统筹兼顾“官书”与以人为本的关系，既要记载政绩、成就，为官资政、为业存史，又要以人为本，注重反映民情；要从整体上把握入志人的群体形象与个体代表，统筹兼顾“草根”与精英的关系，从总体上突出人民的主体地位；要妥善处理好公权和人权的关系，注意保护“被入志”的公权相对人，特别是弱者、相对弱势者的个人尊严和合法权益，慎重处理涉及人权的敏感性问题。
