中国海外利益的政治风险与侨务公共外交

论文对中国海外利益及其政治风险这两个概念进行了界定;把海外利益按照类别分为海外安全利益、海外经济利益和海外形象利益;从国家对外资源投资、企业海外并购以及华商海外经营三方面,分析了中国海外利益面临的主要政治风险,认为在新一轮国际格局变动时期,中国海外利益面临的政治风险在加大。鉴于华侨华人是保护中国海外利益的重要依托力量,中国应拓展侨务公共外交的特殊渠道,并提出了未来侨务公共外交的努力方向。

Challenges of Political Risks for China's Overseas Interests and Suggested Response with Public Diplomacy via Overseas Chinese Communities

This article differentiates China’s overseas interests into three levels of state,enterprise,and individual in terms of their importance and into three categories of national security,economic safety,and public image according to their nature.With the increasing ubiquitous presence of China’s interests abroad in forms of investments in natural resources,enterprise purchases,and individual business activities,accompanying politic risks are growing.In response to this challenge,the article suggests that China should employ public diplomacy through the widespread Chinese communities around the world to promote its positive image,thus abating misunderstanding or bias among local populations resulted from the rising role played by China in the global economy.
