| 摘 要： | 依法执政，是中国共产党执政理论的重要组成部分，也是党的执政方式的理性选择。本文以为，贯彻和落实党的十六届四中全会关于依法执政的精神实质，需要做好多方面的工作，即要提高干部素质，正确处理好党和国家、党和法律、党的政策和法律的关系。

This article expresses, to fulfill the essence of legally administrate that the fourth conference of sixteenth session indicated, it needs to improve cadres' quality, practically consider the relationship among the party and the nationality, the party and statutes, the party's policies and statutes. |
