| Abstract: | Urban development draws a serious challenge to the conservation of cultural heritage. At present, there are five major difficulties： awareness deviation, funding shortage, lack of technology, incompletion of legal system, and drawbacks of the system. Therefore, cultural heritage conservation must be strategically integrated with urban development, which entails effective conservative methods, technical supports, funding resources, public participation, and law enforcement and monitoring. |
