神农架旅游生态补偿实施系统构建

随着我国生态环境的不断恶化,人们逐步关注到生态环境的保护与建设问题。旅游生态补偿作为一种调节生态环保各利益主体间关系的一种有效工具,在平衡生态产品生产和消费的过程中发挥着巨大的作用。本文在分析了神农架实施旅游生态补偿的依据及典型意义的基础上,从旅游生态补偿的主客体、旅游生态补偿标准、旅游生态补偿方式以及旅游生态补偿保障体系四个方面构建了神农架旅游生态补偿的实施系统。通过研究,希望能够对神农架旅游生态补偿的运行提供科学指导,提升神农架旅游生态补偿的效率。

TOURISM ECOLOGICAL COMPENSATION IMPLEMENTATION SYSTEM CONSTRUCTION OF SHENNONGJIA

Shennongjia, as a typical region which has plenty of ecological elements, plays a major role in examination and implementation of ecological compensation. Meanwhile, in order to get rid of the embarrassing situation of "poverty in a resourceful place" and enhance comprehensive ecological value of Shennongjia, innovative ecological compensation mode should be made from the perspective of tourism development. Based on the analysis of the basis and typical significance of tourism eco-compensation of Shennongjia, this paper constructs the implementation system of tourism ecological compensation from four aspects including subject and object of tourism eco-compensation, standards of tourism eco-compensation, the mode of tourism eco-compensation and security system of tourism ecological compensation. Tourism as an intermediary of ecological compensation can be further decomposed into four aspects including Shennongjia local tourism administrative departments, tourist attractions, tourism businesses and related tourism projects. This paper argues that the standard of ecological compensation Shennongjia should include four aspects: the first compensation is local residents' damage caused in the process of ecological restoration; the second compensation is cost caused in ecological construction and maintenance; the third compensation is opportunity cost of local government and residents caused in the process of ecological protection; the fourth compensation is the ecological environment inherent value of ecosystem services. In addition, the authors calculate the specific criteria of tourism ecological compensation of Shennongjia. This paper argues the method of shennongjia tourism ecological compensation should be given priority to government financial compensation, supplemented by other compensation subject and other forms in the near future. In order to ensure the tourism ecological compensation, a security system of ecological compensation should be established from three perspectives including institutional mechanisms reform, establishment of monitoring and coordination mechanisms and improvement of relevant laws and regulations.
