巨变中的困惑与选择——以经济和社会部类编纂为例

经济部类和社会部类是志书的重要内容,也是志书编纂尤其是第二轮修志遇到问题和困难最多的部类,对这两个部类的编纂组织模式进行调整是必然的。首轮修志已经将一些基本理论和编纂记述问题厘清,二轮修志适逢改革开放时期,社会变化很大,主要体现在编纂背景、编纂体制、机构职能、编纂人员素质、志书编纂准备等几个方面。并由此给二轮修志带来一些未曾预料到的困难,主要表现在地情认知的准确度、资料来源渠道狭窄、地情视角局部化年度化、工作失误和社会现象的记述等方面。针对这些问题,许多地方已经陆续采取相应措施进行补救。具体内容如下:1.建立与市场经济相适应的志书编纂组织模式;2.建立志书内容基本要素规范;3.建立方志资料搜集制度;4.建立规范的培训制度;5.适度调整综合年鉴的形式与内容,在兼顾年鉴特点的同时,注意利用年鉴这一载体为修志积累资料。
