日本明治中期的基层选举——以埼玉县秩父郡县议会议员选举为例

本文回顾了日本明治中期以前基层选举的传统以及相关政策的变动过程，并以1892年（明治25年）埼玉县秩父郡县议会议员半数改选为例，介绍了当时日本的基层选举情况。同样是处于过渡时期的基层选举政策，日本明治中期的例子对我国当前农村地区的基层选举的做法以及将来的发展方向具有颇多的借鉴意义，尤其是在如何对基层选举进行有效监督，既保证社会的稳定和谐，又保证民意畅通方面提供了一个可以参考的例子。

The Grass-root Selection in the Middle-period of Meiji Japan:Taking the Prefecture Dietmen Selection of Chichibu County,Saitama Prefecture as an Example

After the review of the tradition of Japanese grass - root selection before the middle - period and the transition of the selection policies, this dissertation takes the Dietmen selection of Chiehibu county, Saitama prefecture in 1892, and introduces the Japanese grass - root selection at that time. Chinese grass- root selections in countryside are in a transition period, so we can draw on much experiences of Japan in this regard, especially, how to hold an election under the supervision, how to keep the society stable and harmony, and how to make opinion at the grass roots level find easy access to the leadership.
