| 摘 要： | 中共抗日根据地的长期发展,在财政上主要依赖农村地区。从1940年到1942年,太行、太岳根据地政府以整理合理负担为契机,深入乡村构建新的征收机制,确立起基层征收秩序。在整理工作中,根据地政府充分动员干部群众,将工作落实到每一个村,在两根据地形成了整理合理负担的热潮。而新发现的账本材料也证明,新的基层征收机制运转良好,整理合理负担运动收到了成效。
