年度资料性文献定位与年鉴改造

由《地方志工作条例》对年鉴的定义可以认为资料文献价值是年鉴的核心,因而要从四个方面做实资料文献内涵：1·改造总结文本范式,将数字进行实体化转换,改变就事写事的浅层表象化写法和抽象化写法,变虚为实;2·建立连续系统规范的基础性资料模式;3·开拓导引性资料文献;4·将内容事实的准确性置于年鉴质量的核心地位。
