摘    要:自1799年《反结社法》颁布至《1974年工会和劳资关系法》出台的近两百年间,英国工会的法律地位经历了从非法状态到被有限承认再到享有法定特权的漫长历程,伴随着工会地位的这种转换,英国政府的劳资政策也相应发生了从立法打压到建立仲裁调解制度再到确立集体谈判制度的历史嬗变。

Abstract:During nearly two hundred years from "The Combination Acts"(1799) to "Trade Union and Labor Relations Act"(1974),the legal status of the British trade unions has witnessed a long journey from illegal status to being admitted limitedly,and at last to enjoying statutory privileges.Accompanied by the conversions of trade unions’legal status,British government’s labor policy fulfilled a historical evolution correspondingly,from legislative suppress to founding the arbitration and mediation institution,and to establishing the system of collective bargaining.
