英国鸦片商、外交官与中国清末禁烟运动——以第二次《中英禁烟条件》谈判为中心

1910年,江苏、浙江和广东省的牌照捐有的刚刚实施,有的甚至还在制订过程中便成为英国鸦片商和外交官干涉中国禁烟运动的口实。在鸦片商的极力怂恿下,英国外交官不顾人间道义,向中国政府发出一次次抗议。在抗议无效的情况下,他们借中英两国代表谈判禁烟之机,试图阻挠中国的禁烟运动,设法延长在华鸦片贸易时间。在各种社会力量的制约下,英国政府虽然没有根本改变其强行向中国输入鸦片的立场和政策,但在谈判桌上却不得不做出某些让步。
