建国初期陈云协调群众利益的理论与实践

新中国成立后,陈云从共产党取得执政地位以及由此引起的群众利益关系变化出发,对如何维护和协调群众利益作出了可贵的探索,从他在建国初的一系列论述和实践中至少可以概括出这样几点:保障群众的基本生活是协调群众利益的前提;依据群众的根本利益来制订方针政策是协调群众利益的核心;依据实际情况解决群众的具体问题是协调群众利益的重点;经济手段是协调群众利益的有效方法。陈云在这些探索中还形成了自己鲜明的特点,即宏观上的整体性和经济上的调控性。我们要充分挖掘陈云协调群众利益的理论与实践,为党在新形势下协调群众利益、提高执政能力服务。

CHEN Yun's Theory and Practice of Balancing Relations between Different Interests of the People in the Early Days of the People's Republic

after the founding of the People's Republic, starting from the ruling position of the Communist Party and the changes in the relations among different interests of the people, CHEN Yun made valuable explorations of how to safeguard and balance interests of the people. From his expositions and practice in this regard in the early days of the People' s Republic we can draw at least the following: First, to ensure the subsistence of the people is a precondition of balancing relations between different interests of the people. Second, the underlying principle of balancing people's interests is to adopt policies in accordance with their fundamental interests. Third, the key link of balancing people' s interests is to solve the people' s specific problems according to the actual situation. Fourth, economic measures are effective means for balancing people's interests. A striking feature shaped up from CHEN Yun's explorations: macroscopic integrity and economic regulation and control. We should make strenuous efforts to delve into CHEN Yun' s theory and practice in this respect in order to enable the Party to do a better job for balancing relations between different interests of the people and to enhance its governance in the new situation.
