| 摘 要： | 商部创设后,为了推动工商实业的发展,逐渐在地方各省建立了自己的垂直机构,力图通过它们来实现、落实自己振兴实业的政策措施。由于清末特殊的历史环境和体制因素,使得商部的职权在实际运作过程中不能有效地发挥,反映了商部制度安排的历史局限性。

| Abstract: | After the creation of the Ministry of Business, in order to develop industry and commerce, the Qing government built many institutions directly under it in different provinces by which policies and measures could be realized and fulfilled. Because of the peculiar history environment and system factors, in the process of actual operation, authority of office could not be brought into play effectively, which reflected the history limitation in system arrangement. |
