The Existing Conditions and Structure of Investment in Capital Construction in the 1950s

A low level of productive forces with a very small per capita GDP, shortage of capital but a relatively concentration of assets, economic blockade of China by the Western countries and the adoption of the policy by the Chinese government giving priority to the development of heavy industry were the existing conditions for the investment in capital construction on the mainland of China during the 1950s. Analyses of the industrial structure, regional distribution, and the project and main-part structures give us the following enlightenment: First, changes in investment management system must be compatible with the development of productive forces; Second, the size of construction must be kept within the limits permitted by national strength and undue haste would lead to just the opposite; Third, comprehensive balance should start with underdeveloped industries.
