清前期对鸭绿江封禁区的管辖

东至长白山、西至大东沟的鸭绿江流域 ,从清政权入关起 ,到光绪二年 (1876 )为止 ,2 0 0余年处于封禁状态。清政府对鸭绿江封禁区并非“视为瓯脱之地” ,而是通过修筑柳条边门 ,驻守八旗官兵 ,设置内、外卡路 ,巡查鸭绿江沿岸地区 ,缉拿朝鲜越境偷采人参罪犯 ,对鸭绿江封禁区的中国领土主权实施着有效管辖。

On the Administration of the Early Qing Dynasty to Yalu River Forbidden Region

For more 200 years from the time when Qing Regime entered Shanhai Pass to the 2nd year of Guangxu period(1876), the Yalu River Valley from Changbai Mountain in the east to Dadonggou in the west was forbidden for common people to enter.But it did not mean that Qing government did not administer it.On the contrary, Qing Government adiministrated the region effectively,for example, to construct the gates of willow fence as boundary line, to station troops there, to establish passes inside and outside the region,to go on a tour of inspection along Yalu River and to apprehend the criminals who sneaked in from Korea.
