WTO框架下的青海农业国内支持

中国加入WTO后,农业的发展同样需要政府的大力支持。青海省作为西部欠发达地区,农业的国内支持水平如何,对“绿箱”政策、“黄箱”政策的利用程度如何,是否符合WTO的农业规则,直接影响整个青海农业经济的发展。本通过对青海农业国内支持水平的实证研究表明：青海省对“绿箱政策利用不尽合理,对黄箱政策远远没有用足”,据此提出了促进青海省农业国内支持的几点政策性建议。

The domestic supporting for Qinghai agriculture under the frame of WTO

After China entered WTO, agriculture development still needs support of the government. Qinghai is an undeveloped western region, the support of the government to its agriculture, the extent of using "green box" and "yellow box" policy, and whether the policies accord with WTO agriculture rules will directly influence the agriculture economic development of Qinghai as a whole. Through the proof of research about the extent of government support to Qinghai agriculture, this paper shows that in Qinghai the use of "green box" and policy is not very reasonable and the "yellow box" policy is not fully make use of. This paper also puts forward some policy suggestions on how to promote the support of government to agriculture of Qingai.
