As Franklin' social activities showed,the colonial American society was different from early modern European societies.In the colonial America the local governments undertook few urban public affairs.Under the leadership and organi zation of the urban elite,the citizen mass participated actively in managing loc al public affairs.In this way,a modern mode of urban governance was created.
