中国共产党对医疗保障制度的探索与经验

中国共产党在领导工人运动和根据地建设中提出了医疗保障思想,并进行了积极实践。新中国成立后,劳保医疗、公费医疗和合作医疗的制度安排以及城乡有别的结构特点,都有其理论基础和历史源头,也是基于国情的必然选择。它们在巩固新生政权、实施优先发展重工业战略、满足广大农民的基本医疗需求、提升国民健康水平等历史任务中,发挥了重要作用,赢得了世界声誉。适应改革开放后经济社会发展的新变化,改革并完善医疗保障制度的探索实践一直在持续。虽然基本医疗保障制度的创新工程已基本完成,但医疗改革中出现的新问题、提高保障标准的新要求,使它不断面临新的挑战。90年来,中共医疗保障制度的实践与经验,正是中国共产党立党为公、执政为民的历史见证。
