THE QUESTION OF EFFICIENCY IN URBAN BUS TRANSPORTATION*

ABSTRACT. This paper estimates a flexible frontier specification for the production of urban bus transit services in the United States. The results confirm previous findings of relatively unimportant scale economies. However, they also suggest that this regulated industry is subject to substantial technical and allocative inefficiency.
