| 摘 要： | 元初制国用使司的设立是领左右部兼诸路都转运使职能分离的结果，这是当时忽必烈政府财政需求扩大的客观要求，也与阿合马的努力有关。制国用使司设有使、同知、副使、佥事、员外郎、郎中和令史等。最终制国用使司实现了到尚书省的平稳过渡，其主要官员也相继任职于尚书省。制国用使司与中书户部并不统属，其主要职能为统筹财政收支，这些职能的运作主要依靠其辖下的转运司和提举司。
