政府企业化背景下的中国城市郊区化发展研究

SUBURBANIZATION DEVELOPMENT UNDER THE BACKGROUND OF GOVERNMENT ENTERPRISING TENDENCY IN CHINA

China's institutional transformation under intense competitive environment has actually enhanced local government's influence on social economy.local government's enterprising tendency becomes evident, and also manifest in urban spatial restructure, eg. suburbanization. Firstly, this paper discusses the emergence and essence of government enterprising tendency and its impellent influence on China's urban spatial evolvement. Local government enterprising tendency is attributed to series of institutional transformation, marketing policies and globalization. "Government enterprising tendency" differs widely from "entrepreneurial government" which is strongly supported in the West. Urban space has now become a strategic resource, a city-managing tool and a means of expressing local governments' achievements. Secondly, under the background of local government enterprising tendency, the paper probes into the dynamic mechanism of China's suburbanization. The driving forces of subrubanization are policy force, economy force, marketing force and government force, the former two are macro-forces and the later two are micro-forces. The government force is the stongest among the four driving forces due to its dicisive actor it plays in suburbanization and the tremendous power and resources local governments own. Thirdly, from the new perspective of government enterprising tendency, this paper studies spatial characteristics of China's suburbanization. Based on the above analysises, the authorl briefly evaluates government enterprising tendency's influence on suburbanization. China's local government becomes one of the most competitive governments in the world. It has both positive and negative effect on suburbanization. On one hand, local governments mobilize and organize all the resources within the administrative area most effectively like enterprises, improve the life qualities of suburbanites, enhance urban competitiveness, promote urbanization and suburbanization. On the other hand, their eagerness for quick success and instant benefits lead to environmental deterioration?social injustice?long-term benefit drain, and so on. Government enterprising tendency and the special suburbanization going with it are one of the outcomes of China's institutional transformation.
