| Abstract: | By reviewing a number of examples, the article reveals drawbacks in the current system of administrative approval procedure related to urban cultural heritage, which results in potential threats to the conservation of cultural heritage. Therefore, the author suggests that a systematic reform is necessary to endow the rights of approval for cultural heritage conservation to the society, making the decision-making a collective process instead of dictatorial one. |
