| 摘 要： | 蒙藏事务局是民国初年主管边疆地区事务的中央机构 ,1912年 7月至 1914年 4月在边疆治理方面发挥了独特的作用。本文以档案史料为依据 ,对蒙藏事务局的成立、机构及其在边疆治理方面的工作做了论述 ,并对其作用、影响进行了分析。
