清代前期巡边制度述论

中俄《尼布楚条约》签订后，清政府最早于康熙二十九年(1690)五、六月间从东北地区开始了巡边活动。巡边是清政府为保护边境地区安宁而实施的防卫措施，反映了清政府对边境地区控制的加强，同时也促进了统一多民族国家的发展。在巡边的发展过程中，虽然出现了一些问题，诸如敷衍塞责、巡查间隔时间过长等，但都不能抹煞其在清朝历史上的积极作用。

A Review on the Borderland - Inspected System of Early Qing Dynasty

After the signing of Sino-Russian Treaty of Nerchinsk, the Qing government began its earliest borderland-inspected activities in the area of northeastern China. In the period of the fifth and the sixth month of the 29th of Kangxi (1690).To inspect the borderland was a defensive measure for Qing government to protect the peace of the frontier. It showed that Qing government strengthened the control over the borderland area. It also stimulated the developing course of the united country with multi-nationalities. There were some problems, for example some officials performed their duty in perfunctory manners and the intervals of inspection were too long, but its function in the history of Qing Dynasty can not be written off.
