| 摘 要： | 先秦时期．天灾和人为的灾荒给人民带来极大的困苦，先秦诸子为此提出以农为本的思想和储仓措施，探讨赈济策略，并提出诸多有效的措施。其中某些抗灾救荒的思想至今还有借鉴意义。

| Abstract: | In the PreQin Period,Seeing the Common people's miserable lives caused by calamities and artificial disasters,the PreQin philosophers developed the idea of making farming as the economic foundation of state and measures of grain stores,They probed ways of relief and proposed many effective measures. Even today some of their suggestions are still worth absorbing. |
