论开发建设攀枝花战略决策的形成

开发建设攀枝花是 2 0世纪 60年代中共中央在经济建设方面的一个重大决策。论述三线建设和攀枝花开发建设的论著颇丰 ,但大多著述主要是从建立战略后方基地这一角度来认识中央的战略决策 ,本文则从经济决策的角度对这一问题进行深入的探讨。作者从开发建设攀枝花的时机、攀钢建厂地点的选择、管理体制的形成三个方面论述了中共中央开发建设攀枝花是一个创新的决策、一个科学合理的决策。

On the Formation of the Strategic Decision to Develop Panzhihua

The decision to develop Panzhihua was one the CCP Center's important economic decisions of the 1960s. Works describing the development of the Third Front and of Panzhihua are numerous,but most of them only consider the Center's strategic decision from the vantage\|point of economic decision\|making. The author describes how the Party Center's decision to develop Panzhihua was an innovative and reasonable one in three respects\|timing,choice of factory locations,and the administrative system.
