| Abstract: | Yuan Shi-kai had great respect for Yan Xiu,invited him to be the administrator of Zhili Xuewuchu. Yan Xiu made greater efforts,then Zhili ranked first in the whole country for education.In1898,the Qing government set up the Board of Education ,Yan Xiu assumed vice minister due to Yuan's recommendment.
