| 摘 要： | 学界沿袭宋人说法,称北宋中枢行政呈现某种"分权"格局,即所谓的"宰相主民""三司主财",这实质上是对史事的模糊化表述。在政务决策与执行的过程中,三司与宰相的职权关系颇为复杂。一方面,"军国要务"多由宰相裁决定夺,三司往往并非动议的发起者,也不具有裁决权,其奉行宰相"指挥",与一般意义上的"有司"并无二致。另一方面,三司能够稳定且高频度地参与御前会议,其独立取旨权得到制度保障,得以直接奉行乃至影响君主旨意,颇具"使职"行政特点。以上两点,体现了三司在政务处置中的多重角色。而其成因,或与北宋三司来源于五代藩镇财政使职以及北宋君主意图维持多元决策和出令渠道有关。 |
