| 摘 要： | 为应对全球金融危机，我国政府提出4万亿的经济刺激计划，实施积极的财政政策和适度从宽的货币政策，制订了“保增长、促内需、调结构”的方针政策。存这个大的经济背景下，积极推进大遗址保护项目的实施，对完成国家的战略目标，具有十分重要的实践意义。
