东北地区资源性城市接续产业的选择

东北地区资源性城市接续产业的发展是东北老工业基地改造的重要内容之一。本文分析了东北地区资源性城市的发展历程和产业现状,指出了资源性城市接续产业发展的必要性和迫切性。然后,讨论了接续产业的选择依据。在此基础上,对东北地区资源性城市进行分类,并研究了不同类型资源性城市接续产业的选择。

THE OPTIONS AND DEVELOPMENT OF SUCCESSIVE INDUSTRIES ABOUT RESOURCE-BASED CITIES IN NORTHEAST CHINA

Many cities in Northeast China are developed from the resource exploitation, procession and sale. The development of resource-based industries promoted the centralization of population, the expansion and economic development of cities. Nevertheless, following the decline of resource, emergence of substitute resource, development of science and technology and varieties of market demands, the competition of resource enterprise will decline gradually in every resource-based economic zone. If the successive industries have not been fostered successfully, the resource-based industry will confront a series of social and political problems such as economic recession, unemployment, environmental deteriorate etc. Many resource-based cities in Northeast China are facing these matters at present. So this paper analyses the industrial situation of resource-based cities in northeast China. Put forwards four gist of successive industry option: fully exert the regional advantages principle, be in favor of solving the problems in economic circulation and development, sustainable development principle, and promote the complication and advancement of industrial structure. And then, this paper uses the hierarchical cluster analyzing method to research the correlative standard data that includes the unemployment rate, ratio between mining numbers and manufacture numbers, ratio between mining numbers and work force of 14 resource-base cities in Northeast China. Based on this analysis, considering the industrial structure, economic strength, resource deposition, historical background and developing current of each city, this paper classes the 14 cities to four types. Each type of cities has special characters of its own. The cities of first type includes Anshan, Fushun, Benxi, it has relatively developed manufacture, but low economic growth rate. The second type includes Daqing, Yichun, Hegang, it is facing the resource declining and industrial structure transformation. The third type includes the Fuxin, Liaoyuan, Baishan, its dominant industry declining fast and the new one has not been established. The last type includes Qidaihe, Panjin, Jixi, Shuangyashan, Shongyuan, its resource exploitation is in initial-medium stage, and the industrial structure is relatively primary and single. According to the characteristics of each type, this paper makes a concrete study on the successive industry options.
