自然保护区社区共管对我国发展生态旅游的启示——兼论太白山大湾村实例

本文简要介绍了社区共管概念的内涵、由来及实施步骤,并以太白山大湾村为例进行研究,认为社区共管作为一种新的资源管理模式,能有效缓解我国社区发展与资源保护之间矛盾。在此基础上,提出利用社区共管开展生态旅游时必须注意的问题。

INSPIRATION OF COMMUNITY CO-MANAGEMENT FOR DEVELOPING ECOTOURISM IN NATURAL PRESERVATION ZONE --A Case of Dawan Village in Mountain Taibai

Biodiversity in China faces increasing pressures and threats from communities within or bordering natural preservation zone. People and communities use natural resources and often overuse them. It is proved that developing methods for integrating communities into nature reserve management is wise approaches for addressing community development and conservation dilemma.Based on the brief introduction of the meaning, origin and bringing into effect process of community co-management, the study is carrying on the case of DaWan village in Mountain TaiBai, as a new kind of model in resource management. It can alleviate efficiently the conflict between development within community and resource protection in our country. But some problems such as low participation in communities, neglecting participation for the women and the poor, low ability for accepting new technology and so on, is obvious.Combining with the practice in our country, community co-management will be made use of by ecological tourism; some matters must be paid attention.(1)To reinforce the policy and law in co-management as soon as possible, stability basis will be built for ecological tourism.(2)Provide incentives, people need incentives to participate in any resource management plans or community development projects.(3)Development by themselves in communities must intensified.(4)A lot of support should be strived for from local government in field of policy, taxes, and abundance financial budget for communities participation in ecological tourism.(5)Manage mechanism about conflict must be effective.
