In the 1860s,it is the critical period for Shanghai to transform from“Jiangnan’s shanghai”to “Shanghai’s jiangnan”.In this period,the local strength clique of xiang and huai effectively controlled the political and military powers of shanghai by relieving the taiping rebels siege of this city and solving many social problems caused by the siege.Simultaneous-ly,the leaders of the clique dealt with the more and more complex relations with other countries in shanghai,by a series of means and measure,to make an environment of relative stability and peace for shanghai’s development.Thus it became an important factor of the city’s rise during this time.
