| 摘 要： | 陈灿是晚清云南的一位重要官员。对陈灿的评价，史书颇多赞誉，也有近人称其为“反民主逆流”，让人甚感困惑。学界对陈灿的研究甚为简单。本文试从经济、教育、军事、边界边务、著述、思想等方面，对陈灿在滇活动作一全面考察，并对陈灿进行客观评价。
